Resolution #17: "Parent Choice Regarding Exposure to EMF Emissions" BCCPAC Annual Meeting (British Columbia Confederation of Parent Advisory Councils)Dear Parents and Grandparents, On May 26, 2012, at the upcoming BCCPAC, please support Resolution #17 "Parent Choice Regarding Exposure to EMF Emissions" (BC Confederation of Parent Advisory Councils) This resolution is not asking to remove Wi-Fi from all schools, but to provide wireless-free schools of choice. (Similar to French immersion, Montessori, or schools that emphasize a certain subject/sport, which are already available in B.C.) Including wireless technologies and smart metersToday's report on electromagnetic fields takes a strong stand that society must acknowledge the biological effects of electromagnetic fields, educate the population about the risks from wireless technologies, and develop safer technologies. The group, AAEM, is an international association of physicians and professionals that has been dedicated to expanding the knowledge of human health in relationship to the environment since 1965. They have been first to recognize many conditions, including Gulf War Syndrome, chemical sensitivity and the role of mold in the development of systemic illness. In its new report, Electromagnetic and Radiofrequency Fields Effect on Human Health, AAEM is calling for:

An immediate caution on Smart Meter installation due to potentially harmful RF exposure.
Accommodation for health considerations regarding EMF and RF exposure, including exposure to wireless Smart Meter technology.
Independent studies to further understand the health effects from EMF and RF exposure.
Recognition that electromagnetic hypersensitivity is a growing problem worldwide.
Understanding and control of this electrical environmental bombardment for the protection of society.
Consideration and independent research regarding the quantum effects of EMF and RF on human health. 7. Use of safer technology, including for Smart Meters, such as hard-wiring, fibre optics or other non-harmful methods of data transmission.

The new position paper from the American Academy of Environmental Medicine comes on the heels of AAEM's letter to the California Public Utilities Commission (CPUC) in January 2012.Twelve Highlights from The ScienceIn the AAEM paper, "Electromagnetic and Radiofrequency Fields Effect on Human Health", selected highlights of the science showing biological effects from electromagnetic fields included:

"Multiple studies correlate RF exposure with diseases such as cancer, neurological disease, reproductive disorders, immune dysfunction, and electromagnetic hypersensitivity.

"Many in vitro, in vivo and epidemiological studies demonstrate that significant harmful biological effects occur from non-thermal RF exposure and satisfy Hill's criteria of causality.3

"Genetic damage, reproductive defects, cancer, neurological degeneration and nervous system dysfunction, immune system dysfunction, cognitive effects, protein and peptide damage, kidney damage, and developmental effects have all been reported in the peer-reviewed scientific literature.

"RF emissions have also been shown to cause isomeric changes in amino acids that can result in nephrotoxicity as well as hepatotoxicity.25

"Electromagnetic field (EMF) hypersensitivity has been documented in controlled and double blind studies with exposure to various EMF frequencies.

"Although these studies clearly show causality and disprove the claim that health effects from RF exposure are uncertain, there is another mechanism that proves electromagnetic frequencies, including radiofrequencies, can negatively impact human health. Government agencies and industry set safety standards based on the narrow scope of Newtonian or "classical" physics reasoning that the effects of atoms and molecules are confined in space and time. This model supports the theory that a mechanical force acts on a physical object and thus, long-range exposure to EMF and RF cannot have an impact on health if no significant heating occurs. However, this is an incomplete model. A quantum physics model is necessary to fully understand and appreciate how and why EMF and RF fields are harmful to humans. 26,27"

That's Shaw's great plan. Even in the little towns, like Enderby, and Merritt, and 100 Mile House. The person to call is Shaw Regional Manager, Greig Skulland 604-629-3344 Tell him and his representatives you HATE the Wi-Max vision (High frequency Wi-Fi in streets and parks) and you plan on joining a class action lawsuit against them. They will be destroying your personal rights to safety on the streets, in your home, with your kids, in the parks. These emissions are a Class 2B carcinogen risk and they are flooding every neighbourhood with them. Shaw is stating they are regulated and allowed to do this by Industry Canada. This is a lie. Wi-Fi is unregulated and the only thing Industry Canada regulates are the components of the devices, which are manufactured to standards. Industry Canada does nothing about health risks, and Health Canada, which should protect us, is lobbied and funded by wireless industry "customers." They are now putting up the routers everywhere, in all towns and cities, for Shaw customers. Ontario English Catholic Teachers Association (OECTA) Provincial Health and Safety CommitteeA position regarding the use of Non-Ionizing Electromagnetic Radiation, including WiFi, in the Workplace Researched and presented by the OECTA Provincial Health and Safety Committee January 2012 There are growing health and safety concerns regarding the widespread use of technology, such as cellular phones and wireless computer networking (Wi-Fi), which produce non-ionizing electromagnetic radiation. It is estimated that at least 3 per cent of the population has an environmental sensitivity to the radiation that is emitted by these devices and, as a result, experience serious immediate physical/biological effects when exposed. As has been the case with other known societal health and safety issues, such as exposure to cigarette smoke or asbestos, the health effects of unprecedented long term exposure to this radiation may not be known for some time. Widespread use of, or exposure to, wireless communication devices and WiFi technology in Ontario schools, can be positioned as a potential workplace hazard. This paper examines what is currently known about the impact of non-ionizing electromagnetic radiation, reviews the implications it can have for Ontario schools, including OECTA members, and makes recommendations to the Ontario English Catholic Teachers' Association on the issue.

"But new questions are being raised about privacy, security and possible health impacts from radio waves emitted, particularly by the wireless systems Vermont's two major utilities intend to use. "And the questions have prompted the state Public Service Board to entertain a request from a new activist group that it be admitted as a formal party in the final stages of the board's review of the new technology . . . Letter from parent to BC's Chief Medical Health Officer, Dr Perry Kendall

Dear Dr. Perry Kendall,

I hope as a public health official here to serve in the best interests of British Columbians that you will read my heart felt message to you.

I feel compelled as a wife, mother, and nurse to voice my outrage at your shameful conduct regarding the reckless stance you have taken thus far on health effects to non ionizing, radio frequency and microwave radiation, in particular with children. Your lack of action causes many of us across BC to question your integrity as a key health official when you continued to ignore the abundance of credible evidence from the global scientific community, including from the WHO and IARC. More than enough evidence has accrued to warrant precautionary advice to parents at the very least to limit their children's exposure to this form of radiation. It appears selfish that you would continue to downplay the valid concerns of so many across this province, Wi-Fi in schools and mandated smart meters would be examples of that, and deny us our right to protect our children from unwanted exposure to this 2B carcinogen now stamped as dangerous as lead, DDT, methyl mercury, HIV and chloroform! We would never think to expose our children to these things and certainly not around the clock, why is this any different? Please explain.

Recommendations from the top experts in the world have been to reduce RF/EMR exposure, not to increase it! Do we continue to ignore these warnings? Do we continue to take people's rights away to say no to this exposure? Please explain why we have no rights in this regard.

You continue to keep BC residents in the dark and allow children to be placed at greater risk with chronic exposure to pulsed modulated microwave radiation, why? What is it you are waiting for? Electro sensitivity (EHS) and neurological disorders such as Autism, MS, Parkinson's, Alzheimer's and cancer are only increasing dramatically, not decreasing. All of these have been linked to radio frequency, electromagnetic radiation. Now is the time to act, not later. Our already overworked and underfunded health care system cannot withstand the influx of those made ill by this multi system stressor/disruptor that now surrounds us everywhere we go. Industry has been given free reign by government without any proof that their product is safe, quite to the contrary. When will you stand up for the health of BC residents on this crucial issue? Please explain. Where do you get your science information from Dr. Kendall and does it have any affiliation to industry? You can see the concern when ample independent science continues to be ignored.

It is unknown to me if you have any affiliation with the wireless industry, however, it is quite well known the BC Liberals do indeed. Might I remind you Dr. Kendall you work for the public, not the current political party which will likely change at the next election. Our children will suffer the most as they always do for our short-sightedness; be the one to stand up for our most vulnerable. Your conscience may not bother you as it should, but one day you will be held accountable along with many others in positions of authority if you continue to do nothing to protect children. Government may have chosen to serve industry rather than the people but you do not have to; your doctor's oath is 'to do no harm'. If you continue with 'business as usual' your hands will be deeply stained. You are contributing to the suffering of many; may God forgive you as many victims will not.

Our children deserve more and you have failed to deliver that protection with your role as 'expert'. I pray that you will soon realize your loyalty should be in the truth and providing the public with the complete facts so that families and schools can take necessary steps to minimize exposure to this likely carcinogen and genotoxic pollutant and so that industry can longer get away with murder in BC.

As a precautionary measure you could recommend hard wired computers in schools and to reserve Wi-Fi for the rare occasion when wiring is simply impossible, and then only minimally with routers turned off when not in use. Also, you could ask the Liberals to hold off on mandated wireless smart meters until a full and independent health and environmental study can be conducted that looks at the possible impacts of a complete wireless 'grid' across BC, not simply the emissions from a single smart meter. Is this not standard protocol, especially when looking to install a device on every home and business that emits a possible carcinogen, if not, why not?

I have provided some opinions from experts who are actual researchers in the field of EMF for your information. I hope you are willing to spend some time to examine their views as they can't all be wrong. Also, I would appreciate a response (you never have in past) from you to verify you have reviewed some of the evidence provided and to hear your comments.

Letter to the Editor of the Narragansett Times - South Kingstown Rhode Island"I read with dismay the recent article titled "Technology vastly improving at SK Schools" in your Nov. 2 edition. The SK [South Kingstown] School District proudly reports the use of wireless controllers with 95 access points throughout our schools, yet nowhere do they mention that the type of radiation emitted by this wireless technology was recently classified as a Class 2B Carcinogen by the World Health Organization (WHO). Mr. Mega of the School Committee sees mobile (wireless) devices as "critical" and said he promotes "21st century learning." Yet he is doing nothing but parroting key marketing slogans used by a savvy telecommunications industry to cleverly convince ignorant U.S. school officials to transition to wireless technology. Why are wireless devices being so aggressively marketed to U.S. schools? Because the telecom industry's markets are drying up overseas where governments have become aware of the health risks. Steps are being taken around the globe to protect citizens--especially children-- from the health hazards caused by non-ionizing radiation. Accordingly Wi-Fi is being removed from schools, hospitals, and public institutions in many countries, especially in light of the new WHO announcement that confirms what independent, non-industry funded scientists have known for decades . . . Concerning more rapid growth of wireless infrastructure in VancouverSent by Una St. Clair calling for public consultation and input regarding Shaw's current plan to put Carrier Grade Wi-Fi routers in a wireless mesh throughout Vancouver's public spaces. She is asking Vancouver Council to move to protect public spaces so that all people, and the natural environment, can spend time in Vancouver without being assaulted by microwave radiofrequency radiation. "We are being inundated by e-mails and calls from Vancouver residents who are strongly opposed to the Shaw plan to put Carrier Grade Wi-Fi routers in a continuous and comprehensive overlapping wireless mesh throughout Vancouver's public places - from Stanley Park to downtown to the beaches. "In discussion with a Shaw engineer this morning, I was told they have no knowledge that microwave radiofrequency electromagnetic fields are a W.H.0. Class 2B, possible human carcinogen, nor that Health Canada has issued an advisory to alert parents that reduction of wireless exposure to cellular devices is warranted at this time. A warning needs to be issued alerting parents to the fact that wireless baby monitors should be placed at least 2 meters away from the infant and from the caregiver at all times.
In the meantime, Health Canada should place a ban on baby monitors that constantly emit RF radiation and encourage manufacturers to provide voice-activated baby monitors.
Once voice-activated monitors are available, then Health Canada should issue a recall of the DECT baby monitors that constantly emit radiation . . .

In May of this year, this type of radiation emitted by cellphones and other wireless devices was declared a possible class 2B carcinogen. Long before that, epidemiologist Dr. Devra Davis Ph.D, MPH of the Environmental Oncology Unit at University of Pittsburgh warned of the dangers of exposure to these well-loved devices, especially children with their thinner, developing skulls. She has written a book on the subject, 'Disconnect: The Truth About Cellphone Radiation'. At one point after doing the five reps of 2x breathing and 30x chest compressions, the defibrillator unit will verbally tell you to stop so it can assess the patient and let you know if you need to send a jolt to the heart. If there is too much floor vibration OR cell phone/RF around, it can prevent the unit of assessing the patient. "The instructor, a 20 year paramedic, said if you ever use the defib, always get everyone around you to turn their phones off. He mentioned how every public school in Calgary has these units in the school. "Morrison says he's taken this to administrators, but believes his concerns are being ignored. Hello.

You likely have heard about the 'Wi-Fi in Schools' controversy on tv, radio, and in newspapers. Concerned individuals as well as Kawartha Safe Technology Initiative (www.kawarthasafetechnology.org) have been studying the science and actions being taken around the world to protect against the serious health risks of exposing children to over 16,000 hours of cumulative, long term, pulsed, microwave radiation in school.

Some people think because they have Wi-Fi in their home that they should not object to having it in schools. If you use wireless technology in your home, that is your choice. However, there has been no informed consent by the parents of students who are to be radiated by Wi-Fi from Kindergarten to Grade 12. Wi-Fi in school is different since many more routers and computers are involved than in a residence, and it cannot be turned off while a home Wi-Fi router can.

Some who acknowledge health risks still argue that there is no point in trying to stop Wi-Fi in schools as this radiation is everywhere and people are not willing to stop using their technology. However, when smoking was permitted in public spaces, and second hand smoke was all around us, we didn't just give up because people wouldn't want to stop smoking and air pollution is all around us anyway. We still did something to protect public health, especially children's health.

Another home Wi-Fi argument is, "We have it and we are fine.". This also compares to smoking in that we know exposure is not healthy, and that health effects can develop quickly or after many years. Some people may smoke for many years and never develop cancer, but nonetheless we acknowledge the associated health risks. Furthermore, most people have not been informed of the mild, moderate and severe potential health risks from Wi-Fi for short-term exposure, and long-term exposure. Note that we have not yet experienced long-term exposure such as in the context of cancerous tumor growth for example.

No-one has to give up any access to technology to be safe. Simply remaining hardwired will take care of the problem. Doing so would be using the Precautionary Principle. Schools already have hardwired computer connection. So, why are we spending the money on wireless? It is an unnecessary risk. There is only one thing that wireless can do that wired cannot. Wireless can facilitate portability. Students do not need portable access to the internet while at a desk in a classroom.

There are countries way ahead of us who are now removing Wi-Fi from schools and public spaces because of health problems. Just this week, the European Council recommended that all schools in Europe ban cell phones and Wi-Fi as a precautionary measure to protect the health of children. Here is a link:

Ban mobile phones and wireless networks in schools, say European leaders (link)There are hundreds of scientific, published, peer-reviewed studies showing harmful health risks to this microwave radiation. Locally, the Kawartha Pine Ridge District School Board has been presented with many of these important studies. The Board has not responded to any of these studies or presenters. In fact, three experts (professors and doctors), have written directly to the KPRDSB advising against installing Wi-Fi in its schools and again, no response.

With virtually no parent involvement, communication or consent, the KPRDSB decided to purchase and implement Wi-Fi in schools. After discovering this, concerned parents, experts, doctors, and professors have been trying for many months to communicate the proven health risks and stop the installation of Wi-Fi in schools. In response, the KPRDSB has imposed two separate, six-month bans on the topic of Wi-Fi. Concerned parents are banned from speaking at the School Board. Plus, teachers and principals are not allowed to talk about anything opposing the Board's decision. So, they are not allowed to talk about it either. Parents have tried to talk about the health risks of Wi-Fi in schools at Parent Council Meetings and have been shut down and stopped from handing out information. Parents are not allowed to talk about it at the Board or the school.

So, how will parents and concerned citizens find out more about the issue? By attending a Public Meeting on May 30th. The meeting details are in the attached flyer. by Dr. Magda Havas, BSc, PhDNational media outlets in Canada recently reported that concerned parents believe the WiFi wireless internet technology, currently being deployed in schools, might be damaging their children's health. A growing population wants the rapid proliferation of this technology to be halted until it is properly tested, especially on children. To address these concerns the Ontario Agency for Health Protection and Promotion (OAHPP) reviewed the literature related to the health effects of WiFi and released their report last week (September 16, 2010). To my knowledge, this is the first time a provincial agency in Ontario has publicly commented and presented data about the health effects of microwave radiation without deferring to Health Canada. In this aspect, the OAHPP report can be viewed as a major victory for citizens of Ontario. Unlike drugs, which can't be brought to market without extensive laboratory testing and clinical trials, electronic consumer products are mainly tested for safety against fire and shocks. The Canadian Standards Association (CSA) also tests WiFi to ensure that the device's microwave radiation operates within Industry Canada's guidelines. And just as drugs can have unwanted, unpleasant, and, in some cases, deadly side-effects, the side effects of this technology need to be acknowledged. Even though WiFi technology has been in use for more than a decade, health research on WiFi is virtually non-existent. Consequently, for this report, the OAHPP relied on cell phone studies and, to a lesser extent, on cell tower studies to extrapolate the possible effects of WiFi radiation. Read the OAHPP report with comments by Dr. Havas as well as several key references including one on cell tower base stations, another on the effects of long-term, low-level pulsed 2.4 GHz microwave radiation (very similar to WiFi); and one on the basis for the thermal guideline.

The Standing Resolutions Committee - Student Safety has done extensive research in this area and we believe that some urgency exists to limit children's exposure to wireless technology. Parents are concerned about potential health risks to youth and about allowing the placing of cell base stations near schools. Exercising a practice of prudently limiting exposure to known or suspected harmful agents such as RFR should be the priority consideration of Rogers Wireless, School Districts and Coquitlam River Elementary.
